CCC Kwei Wah Shan College - Health Policy (2011/2012)

Adhering to the educational philosophy of the Hong Kong Council of the Church of Christ in China, “nourishing abundant life side by side, witnessing the love of Christ hand in hand “, our school has always focused on the development of the physical and mental health of students and staff. Our school’s health policy is developed based on the core direction “ stalwart, learned, progressive, happy” by Premier Wen Jiabo. Consequently, the curriculum development will include some healthy elements.

Development Direction

The purpose of the health policy is to establish a framework to effectively express the overall direction of the school’s students’ health promotion and enforcement.

Objectives

  • Creating a healthy school environment
  • Developing students’ healthy lifestyles, positive attitudes and values as well as practical life skills
  • Teaching students to implement the school motto “Love Thy Neighbour as Thyself ”
  • Teaching them how to care for themselves and others physiologically, psychologically and socially

  • A health policy monitoring group is responsible for the monitoring, co-ordination and regulatory matters to ensure that all the concerned policies are given corresponding human resources support.
  • Members: Vice Principal, Master of Extra-curricular Activities, Discipline Master, Guidance Mistress, Prefect of Studies.

  2. Health Policy Monitoring Group are responsible for reviewing the contents of the current situation and the drafting of internal and external policy to be revised to ensure that the project is within the policy.
  3. The draft amendments will only become effective via the approval of the Ethos and Student Support Committee and the Principal.

Concerns of the School Year

  1. Emphasising attitude as well as physical and spiritual health.
  2. In addition to technical and elite items, promoting the popularity of sports such as shuttlecock kicking, jumping rope and social dance.

1. Prevention – Human Swine Influenza

Working Group : The Epidemic Prevention Monitoring Group

Members : Vice Principal, Discipline Master, Two Experienced Teachers

Programme Content

  1. Improving the School’s Hygienic Environment
    • Provide a safe water supply system, clean the water tank regularly, replace the water filter on a regular basis and maintain the water quality to meet safety standards.
    • Maintain good indoor ventilation and air-conditioning systems.l  Clean and disinfect the school premises including all the tables and chairs with 1 in 99 diluted household bleach and 1 in 49 during the peak period of human swine influenza.
    • Keep the toilets clean.
    • Apply daily cleaning and disinfection of school buses.
  2. Preventing Direct Infection
    • All school staff, students and outside parties should be required to have their temperature taken and to rub their hands with alcohol to detect early cases of infection.
    • The school should provide students with masks, arrange a separate room of rest for those students who have influenza symptoms. Parents of those students will be notified as soon as possible so their children can receive appropriate medical treatment.
    • These students can only resume classes only if they have a doctor’s certificate clearing them of any infection of swine flu.
    • The school will temporarily disable the drinking water machine. Students should bring enough water to drink.
  3. The Implementation of Health Education
    • Instill knowledge of the prevention and control of infectious diseases.
    • Cultivate students’ healthy habits and preventative behaviours for infectious diseases .
    • Train students to maintain a hygienic environment in school.
    • Promote parental education.
    • Avoid overcrowding within the school.
    • Avoid overcrowding by choosing appropriate venues for activities.
  4. Contingency Measures
    • Develop contingency measures according to the actual situation, such as comprehensive cleaning, school suspension or school resumption arrangements and administrative deployment. If necessary, start with the school crisis management team.
    • Keep the sick leave records of teaching staff and students according to the “proposed processing method of suspected outbreak of contagious diseases” by the Department of Health.
    • The whole school staff and students need to wear masks within school hours ( during classes and recess).
    • The school has dedicated staff to contact absent students daily to understand the situation of students, particularly for those suspected of having influenza.
    • Release the number of absentees suspected of having influenza or human swine influenza and put on the school webpage for parents’ information.
  5. The Outbreak of the Disease
    • Start the school Crisis Management Team so as to implement appropriate measures.
    • Consult the relevant government departments and implement the corresponding measures.

2. A Drug-free Campus

Working Group : The drug-free Campus Group

Members : Discipline Master, Guidance Mistress, All teachers of Discipline and Guidance Team

Policy Content

  1. Co-ordinating the Teaching Resources
    • Collect and collate information about drug education.
    • Establish teaching resources counters to place clippings, worksheets and teaching kits.
  2. Promoting the Message of Anti-Drug Abuse
    • Carry out a publicity campaign to emphasise the importance of avoiding drug addiction.
    • Arrange seminars to help students to understand the serious consequences of drug abuse.
    • Educate students about a positive outlook and health matters through class teacher’s time and assemblies.
  3. Training Professional Team
    • Staff should act as role models to promote a healthy school atmosphere both physically and mentally.
    • Principal, teachers and staff will be trained to identify at-risk students.
    • The anti-drug related training will be held on Staff Development Day.
    • Janitorial Affairs Group hold regular meetings for co-workers, so that workers understand the importance of hygiene. Workers have to be mindful of their respective responsibilities. If they encounter special circumstances (suspect drug possession), they should immediately report this to the school.
    • Parent-Teacher Association will communicate via newsletters to the parents to remind them to set good examples by establishing a physically and mentally healthy home environment.
  4. Preventative Measures
    • Organise various activities so students can develop their potential and devote more time to school.
    • Add elements of health into the related subjects (for example: Biology, Liberal Studies) and display the harmful effects of drugs.
    • Encourage students to participate in free physical examinations provided by the Department of Health.
    • Provide teacher supervision of all areas of the school campus during school hours.
  5. Drug abuse cases are handled according to guidelines from the government

3. Healthy Eating

Working Group : Tuck Shop Monitoring Group

Members : Three Experienced Teacher and Two Parent Representatives

Policy Content

  • Prioritise health and hygiene when selecting the tuck shop operator and rice supplier.
  • Provide students with healthy and hygienic food and beverages through collaboration with the tuck shop operator and rice suppliers.
  • Monitor the type, price, nutritional value and hygienic status of food. Investigate and follow-up any complaints to improve the quality of the tuck shop food and service.
  • Meet regularly with the person-in-charge of the tuck shop for review.
  • Arrange team members to check the lunch boxes for quality randomly during lunch time.
  • Publish the monthly menu of the school lunch reservation service in advance for parents’ and students’ information.
  • Set up a health corner to provide knowledge about food hygiene, nutrition and health.

4. Student Health

Working Group : An experienced teacher

Policy Content

  1. Student Health Check
    • Provide students with a comprehensive range of health and disease prevention services according to the needs of the students’ developmental stages based on the advice given by the Department of Health to promote and maintain the physical and mental health of students.
    • Arrange seminars to help students understand the content of the health check and its significance.
  2. Provision of a Medical Room
    • Take care of ill students by a trained person in the sick room.
    • Devise medical guidelines and record keeping in sick room.
    • Purchase related medical resources for the sick room according to guidelines of the Education Bureau and monitor their quality and quantity regularly.

5. Safety and First Aid Contingency

Working Group : School Safety Team

Members : Discipline Master, Guidance Mistress, Extra-curricular Activities Master and one Experienced Teacher

Policy Content

  1. The Establishment of a Safe Campus Environment
    • The school policy is made under the guidance of the School Administration Guide of the Education and Manpower Bureau.
    • All special rooms including laboratories, Design and Technology rooms and Home Economics rooms are operated under these safety regulations.
    • All special rooms are equipped with standard first-aid kits.
    • The first aid supplies are frequently updated.
    • We invite personnel from the fire station to inspect the safety equipment.
    • Some teaching staff have a recognized First Aid Certificate.
    • A medical room is available for those students with physical discomfort to take a rest.
    • The school office will keep a list of students using the medical room.
    • There are school guidelines on dealing with students’ early leave and early leavers should be accompanied by parents or guardians.
    • The Ambulance team will be invited to provide first aid services in some large-scale events like the Sports Day.
    • All extra-curricular activities will comply with the teacher-student ratio to ensure safety.
  2. Providing Safety and First Aid Education
    • Holding regular fire drills to familiarise students with the escape routes and procedures.
    • Teach students about home safety, sports safety and the prevention and treatment of emergencies via Home Economics, Physical Education and Liberal Studies.

6. Smoke-free Campus

Working Group : The Discipline Group

Members : All Committee Teachers of the Discipline Group

Content

  1. Establishing a Smoke-free Campus Environment
    • A campus-wide total ban on smoking is in place.
    • Students are not allowed to bring cigarettes to school.
  2. Providing Smoking Prevention Education
    • Invite professionals to the school to give anti-smoking talks.
    • Teach students about the health damage caused by the ingredients of cigarettes.
    • Distribute anti-smoking leaflets and materials.
    • Help students develop resistance to the allure of the advertising of smoking or the smoking environment.

  • Review and draft the revised policy by the Discipline Committee.

7. Violence and Bullying

Working Group : All Teachers of Counselling Committee and Discipline Committee

Policy Content

  1. Education
    • To promote the students’ wellbeing and achievement in school life.
    • To assist students in building self-esteem, cognitive ability and self-discipline.
  2. Counselling
    • To equip students with the skills to recognise and resist negative peer influence.
    • To help students develop a peer support system.
    • To nurture students’ self-confidence.
  3. Implementing activities to strengthen students’ personal awareness and self-confidence
    • Raise student awareness of violence and bullying through anti-bullying and anti-violence seminars with the sharing of real cases.
    • Provide at least one adventure training to enable students to face different challenges so as understand their own characteristics. By doing so, students’ abilities and motivation can be enhanced through potential development and the breakthrough of personal limits.
    • Enhance self-worth of students through volunteer training.
    • Arrange visits to places like police stations, labour camps, prisons and other related departments to make students understand the consequences of their behaviour.
